Providing Real Solutions

According to Eurostat’s numbers in November 2012, the youth unemployment rate in the Europe of the 27 increased, comparing the results obtained in 2011 (1.5%), from 22.2% to a 23.7% (EU-27) respectively. All in all, that means thatalmost 5.8 millions of Europeans under 25 were unemployed in the Europe of the 27 (5,799 millions).

 

So, in the last decade the youth unemployment rate in the EU-27 was nearly twice as the total unemployment rate.

These data make more difficult for the young people (between 15 and 25 years old) to face inclusion and permanence – as an active participant – in the European labour market. However, in this difficult situation of European youth employability, minors and young people in risk of social exclusion have to face, furthermore, problems like limited information, social discrimination and limited professional options when they try to access or go back into the labour market after fulfilling a judicial measure. The lack of information, abilities, competences and resources, besides their criminal record, limit them in order to look for a job, leaving them in a disadvantage situation.

In this scenario, a bridge structure between young people and the world of work is essential. Professional entities that support and open ways of communication, coordination and cooperation among the different institutions and organizations that allow that the young person coming out of a reinsertion centre, will have an initiate personal insertion plan and the guarantee of continuity and tracking on his internment or reclusion as well as once fulfilled his sentence.

The six countries involved sustain unemployment rates that are in the average or above the average of the UE-27. For example, in these six countries the rate of young people that don’t study and don’t have a job is close or above the average of the UE-27 (1.29 according to Eurostat’s data), being Greece and Turkey the countries with the most worrying numbers (29.6). The other countries of the consortium are: United Kingdom (14.3), Romania (17), Spain (18.5) and Italy (19.8).

Through Exyonet we are responding to the necessity of facing together a common situation like the youth unemployment at a European level, working on a population particularly sensitive to discrimination and marginalization.

This collaboration (exchange of knowledge, information, methodologies, tools and experiences) among entities from this specific action field with young people, offers the professional teams
that make possible the guardianship’ services, education, orientation, a real and practical support in order to adapt their qualifications and competences to the news obstacles that this young (ex) offenders have to face in the beginning of their work life, in an effective way.

Purpose of the project

An European Newtwork for the social and labour reintegration

The purpose of the Project Exyonet, consists on establish a network of collaboration in a European level among entities involved in the promotion and the support to the social and labour reintegration of young people that fulfil or have fulfilled a judicial measure.

Objectives

The most relevant objectives of the European Network of Employment for (ex) Offenders Youth (Exyonet) are:

  1. Create a rational space of communication between the members of the Net, that promote the exchange of knowledge and the constant process transfer, good practice and success case among the European professionals in social exclusion.

  2. Promote the investigation, the development and the innovation of the activities related with the itineraries integrated in the insertion and training for the qualification and the employment of minors and young people in risk of social exclusion, that way professionals can increase their design/intervention criteria in this field, complement and improve their insertion programs.

  3. Guarantee the participation of the European young (ex) offenders into the design of their services. There will be interactive activities where the young people will have the opportunity of explain their real insertion necessities, the difficulties that they face to access the labour market and their solution proposals.

Results

Exyonet intend to be a turning point, a debate and a permanent contact between the European organizations involved in the promotion and support of the social and labour insertion of the young people that fulfill or have fulfilled a judicial measure.

 

This, is an open network to all the European organizations that work with young people.

 

The joint work of the members of the network try to develop a success case guide and good practices in the social and labour integration of young people in risk of social exclusion, that fulfil or have fulfilled a judicial measure. The exchange of experiences between the partners is fundamental to know the different realities and measures that are applied in the EU, defining the adequate models to the real and actual necessities of the young people.

Partners

The committee is composed of 4 private organizations and 2 publics, being the last two ones connected to city councils (Ealing Council, Esmirna-Izmir Council). The experience of these entities goes from being specialists in the young (ex) offenders (Meridianos, Ealing Council, ERICHES, ECTE, Esmirna-Izmir Coundil ), to representatives of the Civil Society (Romanian Foundation for the Democracy, ERICHES, ECTE, Meridianos).   The six European entities involved in the consortium have a consolidated career in the work with young in risk of exclusion that fulfill or have fulfilled a judicial measure on open, semi-open or closed regimes. These entities understand and know, first-hand, the difficulties that they face in order to enter to the labour market.
